TANF Educational Awards Program (TEAP)
What is TEAP?

TEAP, the TANF Educational Awards Program, is designed to reward your good performance in your classes. All kinds of students are eligible to apply—those who have always done well in school AND those who have struggled with classes in the past. You don’t have to be a straight “A” student to be considered for this scholarship.

Who sponsors the program?

The TANF Educational Awards Program (TEAP) is based on a joint effort of the Ohio Department of Job and Family Services and the Chancellor of the Ohio Board of Regents. MDRC, a non-profit, non-partisan education and social policy research organization, is partnering with Sinclair Community College to conduct an evaluation on the impact of performance based scholarships. The goal of the study is to learn about the effects of the scholarship on student achievement.

Who is eligible?

Only students who agree to be part of the TEAP Performance-Based Scholarship study will have the opportunity to receive the scholarship. After signing up for the study, you will have a 60% chance of being selected into the scholarship group. You will only receive the scholarship if you meet the performance criteria. You are eligible if you meet each of the following requirements:

1. You are 18 years old or older on the date of the intake session and agree to participate in this study
2. You are enrolled in college level courses at Sinclair during the 2008-2009 school year at least half-time (6+ credit hours)
3. You are a US citizen
4. You are an Ohio Resident
5. You have completed your 2008-2009 FAFSA and your Expected Family Contribution (EFC) = 0
6. You are not incarcerated
7. You have a dependent child that is also an Ohio resident, age 18 or younger (your dependent must be in school if he/she is 18 years of age);
     • OR You are pregnant
     • OR You are a non-custodial parent of a minor child who is an Ohio Resident (documentation will be required)
     • OR You are a the legal guardian or specified relative of a minor child who is a Ohio Resident (documentation will be required)
8. You have not obtained an Associate’s degree or higher at Sinclair or another postsecondary institution (research requirement). Vocational certificate holders will be allowed to participate.

Do all eligible students receive TEAP funds?

No. Eligible students will be randomly assigned into one of two groups:

  • TEAP Scholarship group (60% of applicants will be in this group):  students in this group will receive the TEAP Scholarship, so long as they meet the performance criteria (see below).
  • Regular Services Group (40% of applicants):  students in this group will receive their regular financial aid package, which will not include the TEAP Scholarship.

Students are selected into these groups using a lottery, and have a 60% chance of being selected into the TEAP Scholarship Group.  This scholarship is not "first-come, first-served."

How much is the TEAP Scholarship?

Students who are randomly selected to receive this scholarship and meet the performance requirements may receive up to $600 per quarter for three consecutive quarters (up to $1,800 total) in addition to their regular financial aid. Scholarships are awarded in two amounts:

  • Part-time ($300 per quarter) —for students who’ve earned 6-11 credits, or
  • Full-time ($600 per quarter)—for students who’ve earned at least 12 credits.

Those students who meet the performance guidelines on 0 to 5 credit hours will not be eligible for TEAP payments.

What performance criteria must be met to receive a TEAP Scholarship?

Payments will be made at the end of each quarter as long as you successfully complete your course work and meet the following performance criteria:
     • a grade of C or higher,
     • or “Pass” grades in pass/fail courses,
in each of 6-11 credits for the part-time scholarship or the same in 12 or more credits for the full-time scholarship.

How and when will the scholarship payments be made to students?

The TEAP Scholarship payment will be mailed directly to the TEAP Scholarship Group students who meet the performance requirements at the conclusion of the quarter once grades have been posted.
