Subject: Right to a decent Standard of Living
DRAFT RESOLUTION

Deeply concerned by the vast number of individuals that do not have adequate access to their inherent freedoms and rights,

Having devoted attention to the importance of the UN Millennium Development Goals,

Reaffirming the existence of the United Nations Development Assistance Framework (UNDAF),

Desiring to establish reforms that would enhance this branch’s ability to be effective,

Recognizing that states of this world each have their own objectives and problem areas,

Identifying that a lack of funding has inhibited the UNDAF from being effective,

Taking into account that under the current operation the UNDAF’s Common Countries Assessments (CCA) are incomprehensive and inaccurate,

Realizing that the UNDAF needs to work more intimately with state governments as well as the governed,

Recognizing that the UNDAF is not currently working with individual governments in an attempt to implement its proposed reforms,

THE ECONOMIC AND SOCIAL COUNCIL,

  1. Encourages state government representatives, non-governmental organizations ,and citizens to voluntarily participate with the operations of the UNDAF including the CCA and the Poverty Reduction Strategy Papers (PRSP) while keeping in mind the sovereignty of states;

  2. Requests the establishment of a special rapporteur to assess and report how UN funding is being implemented;

  3. Stresses that funding will be allocated in a phased manner decided upon by said committee;

  4. Resolves that reports will include information such as how money is being spent, where the funds are allocated, and proof of significant results;

  5. Confirms that in situations where governments are unable to cooperate fully, the committee will provide means for personal citizens of recognized states to obtain assistance on a local level.
