ADOPTED BY ACCLAMATION
Deeply regretting the lack of stability within the African continent, due in part to corruption,
Emphasizing the need to strengthen economies through good governance and the need to provide further consultation to member nations on the issue,
Reaffirming that transparency in law is essential to attracting foreign investment, as witnessed throughout the continent during the past decade,
Guided by Article 3, Section F of the Constitutive Act to promote peace, security, stability on the continent,
Having considered Article 4, Section N of the Constitutive Act ensuring the promotion of social justice in an effort to balance economic development,
Expressing its appreciation for the New Partnership for Africa’s Development and its African Peer Review Mechanism,
THE AFRICAN UNION,
- Authorizes the creation of a sub-committee of the Economic Social Cultural Council based on Article 22;
- Decides that this subcommittee:
- Will be composed of a 15 member staff,
- Will be selected by the Economic Social Cultural Council from member nations of the African Union,
- Will be chosen from a list of names and qualifications voluntarily submitted of five or less professional business and legal authorities willing to serve for the benefit of the committee and member nations;
- Notes that said committee may request counsel from nations outside of Africa or from non-governmental organizations;
- Endorses a consultancy based stipend;
- Encourages individual African Union member nations to request assistance from said fifteen-member committee regarding economic legal rights;
- Recognizes that said committee has the authority to reject the requests of nations on the grounds of being irrelevant to economic law;
- Proclaims that all member states respect and are supportive of the advice of the advisory council;
- Requires that the fifteen-member council create a review of its sub-committees to be given to the economic Social Cultural Council and published by said council.

Recognizing Article 8, Section 5 of the protocol relating to the establishment of the Peace and Security Council of the African Union,
Emphasizing the need for political, social, and economic integration as delineated in Article 3, Section C of the constitutive act,
Acknowledging the African Union’s desire to promote democratization,
Affirming Article 4, Section M of the Constitutive Act which respects the rule of law,
Emphasizing our belief that credible elections further democratization,
THE AFRICAN UNION,
- Establishes a committee under the Peace and Security Council to select observers for the purpose of monitoring local and federal
elections:
- For Member nations of the African Union to voluntarily request assistance in times of
peace,
- For Member nations during times of conflict where a ceasefire exists and the committee
has been fully informed about the position of all conflicting parties concerning the admittance of election
observers, and
- Where the committee may reject these requests on the grounds of safety;
- Requires the committee to report to the Peace and Security Council the outcome of country requests as they occur.

Recalling Article 13, Section 14 of the Constitutive Act specifying the committee’s responsibility to arm forces,
Stressing the importance of a single language for Standby Force communication,
Reaffirming Article 5, Section 2 of the Protocol for the Establishment of the Peace and Security Council,
Desiring a cohesive and integrated core of leadership to address the unique problems faced by African Standby Forces,
Noting the need for a swift preventative measure to prevent conflicts from escalating,
Recognizing the need for African Union Standby Forces to gain experience and recognition,
Respecting the existing security arrangements of member states,
THE AFRICAN UNION,
- Authorizes the creation of standardized equipment standards by the Commission of the Peace and Security
Council that requires communications technology be compatible and modular and guidelines must be established for arms equipment;
- Recommends the increased use of English as the standard language of military leadership communication;
- Endorses the use of Standby Forces for the disarmament of willing rebel groups including the use of arms buy back programs;
- Urges the establishment of an annual meeting of African Standby Force regional commanders for the purpose of collaboration and increasing expertise, and requests that the above commanders move toward joint training sessions;
- Directs the Commission and/or the Military Staff Committee to study the feasibility of the creation of a rapid reaction force designed to respond to a crisis within three weeks;
- Recommends the exploration of deployment of African Union Standby Forces into areas currently being stabilized by the United Nations
Peacekeepers and the Peace and Security Council in collaboration with the United Nations Peacekeepers will determine selected locations for
deployment such areas of deployment are limited to African Union member
states;
- Requests the Executive Council’s consideration of regional security agreements before authorizing the use of African Union forces.

Paying special attention to the role of farmers in protecting the environment,
Wishing to accommodate member states at different levels of development,
THE AFRICAN UNION,
- Authorizes the creation of a committee to oversee a microloan
program:
- Which will work with the African Development Bank to fund Non-governmental organizations that agree to use the funds for
microloans,
- Which will focus on small farmers, and
- Which will require Non-governmental organizations to report to the committee for review every three years;
- Approves the creation of a committee to review the ability of members nations to establish and comply with environmental
standards:
- Which will make further recommendations to the African Union General Assembly for their
approval,
- With standards to be phased in after ten years or more, according to the
discretion of the committee and General Assembly; and
- With standards divided into three tiers of ability to comply in order to encourage improvement.

- Recommends that member nations apply to the United Nations Office for Project Services for aid in clean water development;
- Establishes a committee to dispense funds in cooperation with the African Development Bank for research on cost-effective water desalination;
- Encourages member governments to implement programs in order to increase access to potable water.

Cognizant of the need to secure national treasures,
Seeking to preserve and intelligently manage the environmental resources,
THE AFRICAN UNION,
- Encourages member nations to promote ecotourism while directing the profits of said tourism to the local people;
- Authorizes the creation of a committee to give grants to colleges and universities engaged in environmental
research who will compete for these grants which will be given on the basis of budgeting and applicability to environmental and poverty advances.

Alarmed by the recent outbreak of the unknown disease in southern Sudan,
Realizing the necessity of disease containment,
Recognizing the importance of alerting bordering states,
THE AFRICAN UNION,
- Asks that the World Health Organization provides the African Union with information about the symptoms of the disease and current investigations into the origins of the said disease;
- Authorizes the dispersal of a travel advisory to and from Sudan;
- Advises nations bordering Sudan to establish health checkpoints along applicable areas of the border;
- Requests aid from the United Nations High Commissioner for Refugees on behalf of border nations in order to prepare for the possible influx of refugees.

- Requests aid in the development of alternative water supplies in the affected areas;
- Welcomes advice from nations affected by the SARS epidemic.

Cognizant of the need for outside assistance to deal with the possible increase in refugees,
Realizing the importance of foresight and readiness in conflict prevention,
THE AFRICAN UNION,
- Denounces in the strongest terms al-Qaeda’s terrorist attacks on the sovereign nation of Sudan;
- Further denounces all acts of terror by any nation or organization;
- Urges the Organization of Islamic Conference to condemn the terrorist attacks on Sudan in the strongest terms;
- Requests intelligence from the international community including the United States, United Kingdom, France, and Germany regarding al-Qaeda;
- Authorizes the placement of the African Standby Force on alert;
- Calls on the international community to provide assistance to the refugees affected by this terrorist attacks to be funneled through the United Nations High Commissioner on Refugees.
