What is the difference between Sinclair Police officers and security officers?
Sinclair Police officers are certified peace officers in the State of Ohio. They have full police authority and arrest powers. Their primary jurisdiction includes all Sinclair Community College property and adjacent roadways. Security officers do not have arrest or police powers. They assist the police by providing visible patrols in the buildings and parking lots, open and secure rooms, secure buildings and provide escorts.

Is the Sinclair Police Department part of the Dayton Police?
No. Sinclair police officers are agents of Sinclair Community College and receive their police powers through the State of Ohio. Sinclair Police work closely with the Dayton Police Department and many other local, state and federal agencies.

Can Sinclair police officers make traffic stops on the street?
Yes. Under the Ohio Revised Code, Sinclair Police have jurisdiction on any adjacent roadway or property.

Why does Sinclair Police cite people for jaywalking?
Over the past few years jaywalking has became a serious problem around the campus. Several students and faculty have been struck by vehicles prompting action from our department. Dayton Police and Sinclair Police both issue citations using the Dayton City Ordinance.

How much does a jaywalking citation cost?
All jaywalking citations are forwarded to the Dayton Municipal Court. Please contact the Dayton Municipal Court at 937-333-4303 between 8:00AM - 4:00PM Monday-Friday to inquire about fines. All fines are payable to the City of Dayton. Sinclair Community College does not recieve any portion of the fine.

Where do I go for lost and found items?
Lost and Found is located at the Sinclair Police Department in room 7112 and open during normal business hours. If the property involves valuables (ie. wallets, credit cards, or other sensitive items) they can be picked up betwen the hours of 8:00 AM and 4:30 PM Monday thru Friday.

Why was I stopped by the police?
There are numerous reasons an officer may stop someone. It could be because the officer observed you commit a crime, traffic offense or a violation of the Student Conduct Policy. Officers may also stop you to check on your welfare or if they are investigating a complaint.

When I called the police, why did more than one officer respond?
Depending on the type of call and the location, it is not uncommon for a second officer to respond. The main reason for this is officer safety. When we recieve a call we never know the whole story or extent of possible danger until after the officer has arrived on scene.

I have a carry concealed weapon permit. Can I carry my firearm on campus? If not, where can I store it?
Sinclair College does not permit any firearms on college property. It is against Ohio Revised Code 2923.126 to carry any weapon onto any property belonging to a university. If you have a firearm and need a place to secure it, we recommend securing the firearm in your trunk.

I received a citation on my vehicle, what do I need to do?
There are two types of tickets issued by Sinclair Police. A "City of Dayton Police Department" citation has fines associated with it. Offenses include: handicap parking, parking near a fire hydrant, blocking a fire lane or parking in a no parking area on the street. Information is provided on the back of the citation for appropriate action. A "Sinclair College Police Department" warning tag does not involve any fines. Offenses include: vehicles parked over yellow or white parking lines or in restricted areas such as reserved or specially marked spaces at loading areas. The warning tag is just that - a warning and friendly reminder not park in those areas. After the third offense, vehicles can be towed at the owner's expense.

I have an injury or illness that prevents me from walking long distances. Where can I park?
Bring a copy of a doctors note to the Sinclair Police Department in room 7112. The dispatcher can issue you a temporary handicap permit which is valid for not more than one quarter at a time.

My vehicle was towed. What do I need to do to get it back?
If your vehicle was towed from Sinclair property by Sinclair Police, it will be located at Sandy's Towing located at 3053 Springboro Rd. West (off Dryden Road). To retrieve your vehicle you will need to take proof of ownership and insurance to Sandy's. If you were parked on the street, the tow was probably the result of a parking violation from the Dayton Police Department. To retrieve your vehicle you will need to go to the City of Dayton Safety Building on Third Street (across from Bldg. 12). They require that all outstanding fines are paid for and provide proof of ownership, insurance and identification.

What are blue lights and where are they located?
Blue lights are emergency call boxes mounted on large blue poles that dial directly to the dispatcher. They are located on each floor in the main parking garage at the stairwells. They are also scattered strategically around campus for quick and easy access.

How can I file a compliment or complaint on a Sinclair Police employee?

How do I apply for a police or security position?
The police department accepts applications for part-time security, student officers and dispatchers on a continuing basis. Positions are filled as needed. Police positions are posted in the Dayton Daily News. For more information, contact Sinclair Police at (937) 512-2534 or stop by our office located on the first floor of Building 7, room 7112.

How do I get a copy of a report?
Copies are available by stopping by the first floor of Building 7, room 7112 Monday - Friday between 8:00AM - 5:00PM. Most requests for reports will be processed within two working days. NOTE: Not all reports can be released. Reports that have on-going investigations or sensitive data will not be released. All student conduct reports are not made available to the public unless the report involves a criminal charge.

Do Sinclair Police officers work during breaks?
The Sinclair Police Department operates 24 hours a day, 7 days a week, 365 days a year.

Why does the dispatcher ask for my name whenever I call?
It is the department's policy to request the name of a caller for several reasons. The most important reason is that we may have to reach you to get more information, particularly if you are reporting a crime or other incident. We cannot provide services for lockouts, vehicle services etc. without obtaining the caller's name.

How safe is it on campus?
No community is entirely free of crime, and the Sinclair campus is no exception. Sinclair Police take every measure possible to insure that a safe, caring and violence free environment exists for the benefit of the entire campus community. For the most recent crime statistics click on the Jeanne Clery Act information or stop by the Police Department in room 7112.

Are faculty and staff who have permits to carry guns allowed to carry on campus? Would it infringe on their rights for police to maintain such a list? What about the same for students with concealed carry privilege?
Ohio Revised Code Section 2923.126(b)(5) states, "A valid permit does not authorize the carry of a concealed handgun on "a[ny] premises owned or leased by any public or private college, university, or other institution of higher education, unless the handgun is in a locked motor vehicle or the licensee is in the immediate process of placing the handgun in a locked motor vehicle." The college administration does not condone carrying a firearm on Sinclair property since it is a violation of state law.

Where do I go to file a police report?
The Sinclair Police Department is located in Building 7, room 7112 next to the Bookstore. You can file a report at our station or call at (937) 512-2700 for an officer to meet you at another location.

Does Sinclair Community College have cameras in the buildings?
There are closed circuit television (CCTV) cameras located strategic areas throughout campus including parking lots and the Lot A Parking Garage.

How would I be alerted if there is a problem on campus?
The Dayton campus has a campus-wide audible sound system that is used for lockdowns or other emergency announcements. It also covers the exterior of all campus buildings and the parking garages. There are 1500 speakers throughout the main campus.

Are our heavy fire doors bullet proof?
Fire doors are not bullet proof. They are steel on both sides of the door and are bullet resistant.

Do classroom doors lock from the inside?
Yes, most classrooms lock from the inside. Officers have contacted Department Chairs to review the locking procedure so it can be passed on to faculty and staff.

If there would be an active shooter or hostile intruder on campus, should I pull the fire alarm?
No. This would create a significant problem. The Sinclair Police Department will want the college to go into lock down. We will broadcast a voice message on the Sinclair Emergency Broadcast system advising everyone of the lockdown.

Are we at higher risk of crime due to our proximity to the courthouse and jail? Are we safer for these reasons?
The Dayton Police Department Centeral Business District (CBD), the district Sinclair is located, has the lowest crime rate in Dayton. Although the jail could pose a problem with escapees, they are very rare. Also, inmates escaping from jail try to get as far away from the jail as they can. We are in an excellent location for quick response from both the Dayton Police Department and the Montgomery County Sheriff's Office as both headquarters are within blocks of campus. The response time for Dayton Police Officers in an emergency should be less than three minutes.

Do we have a designated evacuation area?

What level of training does the Sinclair Police Department have? Do we have a SWAT Team? What can Dayton PD and MCSO offer in an emergency?
The Sinclair officers are certified police officers through the Ohio Police Officer Training Commission and receive their authority through Ohio Revised Code (ORC) 109.77. They receive 600 hours of intense basic police training. SPD provides a twelve week Field Officer Training program for each newly hired officer and each officer is on probation for one year. SPD also conducts yearly update training on a variety of subjects. SPD Officers receive training in rapid response to an active shooter, active shooter scenario training with the Dayton Police SWAT and Hostage Negotiation Team, and firearms simulation training provided by the Sinclair Police Academy. Dayton Police Department (DPD) officers can respond to an emergency at SCC in less than three minutes. Montgomery County Sheriff Office (MCSO) deputies can respond to an emergency at SCC within five minutes. A Dayton SWAT response would take approximately 30 minutes and a MCSO SWAT response would take between 45-60 minutes. The Dayton PD, Montgomery County Sheriff's Office and Kettering SWAT teams have specialized training and maintain a high level of proficiency.
